Velatura Public Benefit Corporation and KPI Ninja Partner with Wisconsin Statewide Health Information Network

Strategic collaboration improves solutions, services and interoperability in the Midwest

Wisconsin Statewide Health Information Network, Inc. (WISHIN), the state-designated health information exchange (HIE) for Wisconsin, today announced its contract with Velatura Public Benefit Corporation (Velatura) and KPI Ninja. The partnership will replace WISHIN’s current health information platform and expand services for its provider and payer HIE participants.

WISHIN facilitates the use and secure exchange of patient health information so providers have the real-time information they need to make informed clinical decisions, resulting in improved quality of care, better health outcomes and reductions in cost. Health plans use this data to expedite authorizations, improve care coordination, and reduce manual data acquisition efforts.

Velatura’s advanced tools and service offerings will reduce onboarding burden and provide increased value to HIE participants, including automating ingestion of clinical data using FHIR and encouraging increased participation within WISHIN, as well as improving patient care coordination in the Midwest and nationally. Connectivity to current and future national initiatives will be facilitated through USQHIN, a Velatura subsidiary focused on solving complex health challenges in the United States through cross-industry collaboration and rationalizing interstate data exchange at a national scale in accordance with the Trusted Exchange Framework and Common Agreement (TEFCA).

KPI Ninja, one of the leading healthcare technology companies, will leverage its interoperability, enterprise analytics, and population health management solutions to support WISHIN and its participants through its Ninja Universe platform to support WISHIN’s vision to promote and improve the health of the communities in the region. Designed to connect disparate data sources within the ecosystem and enable applications to improve patient care, Ninja Universe is one of the most flexible, scalable, and interoperable solutions in the industry.

WISHIN’s Request for Proposals (RFP), released in June 2020, sought to improve or replace its current HIE platform and core services. The outcome resulted in WISHIN partnering with Velatura to power its HIE infrastructure, data ingestion, and automated delivery using its multi-transport, multi-protocol Intelligent Query Broker (IQB), and KPI Ninja to deliver WISHIN Pulse (community health record), analytics, patient activity reports, and population health management services—including NCQA certified supplemental data, Healthcare Effectiveness Data and Information Sets (HEDIS), and other value-based programs.

KPI Ninja partnered with WISHIN in early 2020 to successfully support Wisconsin Department of Public Health in the build of COVID rosters. This engagement has resulted in building a technical infrastructure that is being leveraged to assist with other use cases including supporting payors around HEDIS reporting.

WISHIN HIE participants include health systems, health plans, physician groups, safety-net clinics, post-acute facilities, home-health organizations, the state of Wisconsin, those who provide health care at county jails, municipalities and local public health departments, and independent providers. WISHIN’s products include:

  • WISHIN Pulse— a community health record providing a single, patient-centric longitudinal view of clinical history from multiple sources to enhance clinical decision-making and facilitate care coordination.
  • Automated Query and Retrieve CCDA exchange — allows WISHIN HIE participants to automatically retrieve and ingest clinical information into their native systems based on trigger events such as a patient registration.
  • Quality Reporting — provides NCQA-certified supplemental data to health plans for a number of certified measures, and non-certified supplemental data for care coordination and population health initiatives.
  • WISHIN Direct+ Messaging — allows providers to securely and easily connect and communicate with one another electronically, regardless of their health system affiliation and across electronic medical records.
  • Public Health Reporting — eligible hospitals and professionals can use WISHIN Pulse to meet their syndromic-surveillance reporting requirements and automatically report immunizations to the Wisconsin Immunization Registry (WIR).
  • Patient Activity/Notification Report — provides a daily notification to payers (called the PAR-P) or providers/clinics (called the PAR-C) when their members/patients have an emergency department visit or inpatient stay. The report provides basic patient demographic information (name, address, gender, etc.), encounter metadata (admit date/time, registration date/time, etc.), and high-level clinical data (chief complaint and diagnosis).
  • eHealth Exchange-Connecting Nationally – a network of providers, hospitals, HIEs (like WISHIN), federal agencies, etc., that enable interstate exchange clinical information (care summaries) using a secure, standardized approach.

The unified and hybrid environment provided by Velatura and KPI Ninja will be delivered in the trusted and HITRUST certified Amazon Web Services (AWS) cloud, allowing WISHIN additional flexibility and scalability to respond to emerging trends and increase valuable service offerings for health care delivery organizations, payers and publicly funded health programs, regardless of their size or technical sophistication.
